UPSC stands for Union Public Service Commission. UPSC is an official body which will conduct variety of Entrance Exams every year.http://upsc.gov.in/

-The essential requirements of the exams are mentioned below-
# NATIONALITY : You must be a citizen of India,
or,You must be a subject of Nepal or Bhutan,
or,You must be a Tibetan refugee settled permanently in India,before 1962.
# AGE LIMIT : You must not be more than 32 years of age as on the 1st of January,in the year in which the exam is conducted.
The relaxations are allowed to the reserved candidates according to the Government regulations.
# EDUCATIONAL QUALIFICATIONS : You must have obtained pass marks in the practical and written exams of MBBS degree,from a recognized university.

I am really to tell you that you can not apply for the COMBINED MEDICAL EXAM(CME) of UPSC.
because the minimum qualification for the CMS exam is that the candidate must have M.B.B.S Degree from a recognized university of India.
