You have to appear in the UPSC Engineering Services Exams.

Eligibility :
Age Limits
General category -between 21-30yrs on 1st Aug of the yr. of exam
OBC-relaxation by +3yrs of the upper age limit
SC/ST - relaxation by +5yrs of the upper age limit
Educational Qualification
1.A degree in Engineering from a recognised University/Equivalent
2.M.Sc. degree /Equivalent with Wireless Communications,Electronics,Radio Physics or
Radio Engineering as special subjects acceptable for certain Services/posts only.

yes, you can apply for job in Railways through UPSC Engineering Services Exam being an Engineering graduate.
Eligibility Criteria:
1. you must complete or appearing in final year of Engineering.
2. Age Limit:
general: 21 years to 30 years
OBC: 21 years to 33 years
SC/ST: 21 years to 35 years

Dear, of-course you are eligible for Indian Railways. You have to appear for UPSC's Engineering Services Exam through which you can real your dream. For this you have to appear for the above said Exam. as other members of this forum said you must be :- 1. An Engineering Graduate or MSc. 2. Age Limit between 21-30 if belongs to SC/ST it is 21-35 and if belongs to OBC it is 21-33. Good Luck....
