yes you are eligible for the exam. the age limit for the unreserved category is the 21 to 30 years. you have left the one year.
but condition is that for the reserved category the attempt of the exam is the 4 times,
if you have left the chance then you are eligible for the exam.
according to your age you have one year left.
so don't worry start your preparation and give the civil service exam.
qualification is required graduation in any stream from the recognized university.

you can only apply for UPSC Civil Services Exam if you have attained the lower age limit that is 21 years on 1 August of the year of exam. and you should not reach the maximum age limit that is 30 years for general, 33 years for OBC and 35 years for SC/ST category candidate on same date.
so if you are from general category and you would reach the age of 30 years after 1 August 2013 then you can definitely apply for the exam.
else you can't apply for the exam.
and if you are from OBC or SC/ST category then you can also apply for the exam.

Since your are turning to 30 years in 2013, so you are eligible for the civil services exam because of the fact that the age limitations for unreserved category is 21-30 years.
For obc: 21-33 years
For sc/st:21-35 years.
Basic requirements:
>>you need to be graduate in any discipline from a recognised university.
>>IF you are in final year then also you are eligible for the exam.
>>You must be an Indian citizen.
The civil services examination consists of three phases:
1.preliminary test called CSAT .
2.Main examination.

Dear, your age must not attain 30 years on 1st Aug-2013, if this condition fulfills than its good and you can apply for the same... So, calculate the same. But it doesn't matter if you are over age go through your state Public Service Commission through which you can join Govt. Service as a Gazetted Officer. Generally, State PSC's age limit is upto 38 Years.So, don't worry...Good Luck....

=> Whenever you apply for the exam then your age should be below the maximum allowable limit .
=> Whatever year you give the exam , the age limit is calculated as per 1st august of that year .
=> As you are in 29 years when you go for the preliminary exam so that you are eligible for the throughout exam .
=> But this is your last chance after that you are not allowed for the exam because as you may be belong to general cast and maximum age limit for the general cast is 30 years .
