Well mine friend, as you see that you have not mentioned which examination you are talking about.
SInce, Civil services has three level of examination :
>> CSAT
>> Mains
>> Interview at last
So, If you want to get helped then provide us with correct information.
I guess you mean about CSAT, so Cutoff of Civil services will be close to i guess :
>> General : 200
>> OBC : 180
>> SC : 170
>> ST : 165
So, you need to score minimum 240 or 250 to get in rank of IPS, since you are going to have a lot competition in that area.

UPSC Civil Services Exam is a Rank based Exam and
there are no minimum qualifying marks declared/fixed
by UPSC as qualifying marks for a particular post.
All successful Candidates are ranked in a Final Merit List
after the final round of exam i.e.interviews according to
their merit and posts are allotted.Generally toppers get
option to choose between IFS,IAS,IPS at the interview stage.
So,you should aim to be in the top rankers in the final merit list prepared inorder to get an IPS post.

For the Ias as well as for the IPS Post the upsc
Is conducting the common civil services exam
And after clearing the exams the posts will be given
To the candidates first IAS Post will be given and then
The IPS Post given to the remaining candidates
And their is no need of any percentage for the exam
As the candidate just need to be pass in graduation with passing marks
Attempts :
-For the general 4
-For the sc,st unlimited
-For the obc 7
Age :
-For the open category 21-30
-For the obc 21-33
-For the sc,st 21-35
-For the ph 21-40
Education:
-The candidate should be pass in graduation from a recognized Indian university
-The candidate of the final year can also apply for the exam
-Their is just need to be pass in graduation with simply passing marks
