Unless not having OBC certificate you are not eligible to apply under OBC category.
You have to apply under General category , under General category you will not extra benefits of OBC category like Age relaxations,increasing number of attempts.
Better to apply for OBC certificate by issuing authorities , and apply for Civil services.
You have to be submit your OBC certificate after qualifying or short listed in Preliminary examinations.
You are a lot of time to submit your OBC certificate .
No need to submit OBC certificate while applying Preliminary examination.

Yes definitely you can apply for Civil Services Examination without having OBC certificate. Without OBC certificate you can apply under General Category.
You just have to satisfy the basic eligibility criteria to appear for the Exam.
The basic eligibility criteria for Civil Services Exam are as follows:
The candidate must hold any degree in any discipline from any recognized university. Final year degree students are also eligible

It is not necessary to have a OBC certificate to apply for the civil services.In order to apply for the civil services you need to have the graduation degree.
Age limit is 21 to 30 years for the general category.
If your question is that despite the fact that you belong to the OBC category,you do not have the certificate to prove then in that case you come under the general category.
So there are certain relaxation that is provided to the OBC category candidates ,you would not be able to enjoy them as such you do not have the certificate.
As the OBC candidates have upper age relaxation of 3 years and also the number of attempts that they can give is 7 for the OBC candidates.

Yes you can apply for IAS but the deal is you will considered as general category candidate if you don't have the OBC certificate and you will not be able to get the relaxation provided to you for the exam as the relaxation is as follows:

Dear it is not good for you because you are in the academic session and pursuing engineering so that it is your responsibility that you should first get your caste certificate from the state or central government authorities which provides the certificate then you should proceed further for any examination because this thing is the most compulsory in your life and in your career because without having it you can not get job anywhere in any government department so that first you should complete this work then think about anything others
If you have submitted your caste certificate to your engineering institute or have lost then you should get it back and if you are sure that you can get your certificate from the Tehsiel of your district under which your region comes then you can apply for preliminary examination of UPSC and you should fill OBC category in the application form and you should make it sure that you are in OBC or not otherwise it may create problem in future

Yes, you can apply without OBC certificate but if you are not provide OBC certificate then you are consider as open catagories and so benifits of that OBC will not be provide to you.
otherwise you can apply but you have to be in some criteare:
you must have graduate in any filed with any university.
and age must be 21 to 30 for open catagories and for other caste you have age limit 21 to 34.

Definitely you can appear in the civil services examination without having an obc certificate , but not as an obc candidate, because if you want to appear in the examination as an obc category aspirant than you must have a cast certificate.
but if you have no any certificate at the time of applying the form than don't worry you can apply for it because at the prelims examination there is no need of it ,but you should present it before the interviewer in the final round which is personal interview.
