yes, you can definitely apply for UPSC IFS(Indian Forest Services) Exam while pursuing in final year of your B.tech. UPSC allow the candidates to apply for the exam in their final year. So you need not to worry about that and concentrate on your preparation for the exam.

Age should not be less than 21 years and more than 30 years and relaxations in upper age as per government standards which are as 5 years for SC/ST and 3 years for OBC category candidates
