    Dear Prabhu,
-The UPSC stands for UNION PUBLIC SERVICE COMMISSION.It is a central body which consists of a panel of officials, who conduct various examination, throughout the country,to fill in various posts of Defence,Administration,Railways,Post Offices,Revenue and other sectors managed by the centre. They also look after the well being of the public.
-The INDIAN ENGINEERING SERVICE on the other hand is just an exam conducted by the UPSC,to enroll BTech holders in Electrical Engineering,Mechanical Engineering,Civil Engineering and Electronics and Telecommunication Engineering,at the various GRADE-A central posts of engineering.
-This is the only relationship that exists between the two.
