Dear friend,
if you are a candidate of obc category or sc/st category only then you will be eligible for the IPS or civil services examination otherwise you will not permitted .
see the age criteria here required to fulfill to be eligible for the same.
age criteria:-
for general category :- 21 to 30 years .
for obc category:- 21-33 years
for sc/st category:- 21-35 yrs.
an another benefit for central govt employee and handicapped persons are given in their age as relaxation of 10 and 5 years respectively.
but my friend having fit in the age criteria does not mean that you will be eligible for the same ,you have to fulfill all the other requirements of the examination. like given below:-
requirements:-
1. you must be an Indian citizen.
2. you must be a graduate from a govt recognized university.
and yes there is a restriction of no of attempts also you you can only for a few times in the examination, so I advised you to first prepare yourself fully for the examination and than apply for the examination .

NO OF ATTEMPTS ALLOWED:-
* for general category aspirants:- 4 attempts.
* for obc category aspirants:- 7 attempts.
* for sc/st category aspirants:- no any restriction.
