to become an ips officer you have to give the civil services examination which is conducted by upsc once in every year .

every year the notification for this exam is released in the month of january/february.

First, you need to know what is UPSC.

UPSC is Union Public Service Commission which conducts many exams in which Civil Service Exam(CSE).

CSE has a misnomer as 'IAS exam' or 'UPSC exam'.

So you need to write the CSE to be an IPS officer.

The qualification of CSE is graduation. So you can write it after your graduation.

After completion of your Engineering degree , You are applicable for IPS exam.But this engineering course must be equivalent to Graduation degree.Because Diploma degree also consider as a engineering degree bur Diploma candidate are not applicable for IPS Exam.

IPS comes under civil services, For that you give civil services examination.

Engineering is a graduation degree course and after graduation every candidate can apply for civil services examination.
