No, CDS i.e. Common Defense Services is for those who want to go to in Force line. If you want to go to Indian Army, Indian Air Force, Indian Navy then you have to fill the form of CDS.
If you want to become IPS officer then you have to fill UPSC Civil Services Exam. The notification of exam is released in month of February. You can see the notification as UPSC-CSE exam. The minimum educational qualification is Graduation in this exam and age limit is 21 to 30 years.

no dear CDS stands for combined defense services through which you can become an army ,air force,or naval officer.CDS has nothing to do with IPS.
FOR IPS you have to apply for civil services exam conducted by upsc. i think you must go through the eligibility criteria for civil services :
Eligibility criteria for civil services exams is:
1.Graduation or engineering from a college under a recognized university.
2.Final year appearing students can also apply for the upsc exam.
3.Age limit is 21 to 30 years.
4.OBC and SC/ST category gets an age relaxation of 3 and 5 years respectively.

Combined defence services (CDS) Examination of UPSC is for recruitment of officers in defence services and not in Police services. The successful candidates of the CDS Exam join IMA/OTA/NA/AFA according to their preference. So if you want to join Indian army this exam is a great opportunity.

CDS stands for Combined Defense Service exam.
UPSC conducts the CDS exam for defense service.
Through CDS exam you can go in army, navy and Air Force.

You must have graduation degree in any stream from recognized university or its equivalent.
Final year students can also apply.
Your age should be 21 to 30 years.

It is a wrong conception that you need to give CDS examination for becoming a IPS officer.
IPS stands for Indian Police service.
The entrance examination for it is conducted by UPSC and comes under civil services examination for which eligibility criteria is:
Graduation from a recognised universityand if correspondence then it must approved by DEC( distance education council).
your age should be between 21-30 years.
For becoming IPS officer,you have to clear the three examinations with the given pattern:
IF you belong to general category then you will get only four attempts for obc and sc/st it is 7 and no limit respectively.
CDS is the Combined defence services.
Those who aspire for joining defence can give these examinations for joining in
ARMY
NAVY
AIRFORCE.

to become an IPS officer you have to appear in UPSC Civil Services exam which is conducted in every year.
Eligibility Criteria For Civil Services:
1. graduation from recognized college or university.
2. your age must be within 21 years to 30 years on 1 august of the year of exam.
there is also some relaxation in upper age limit: 3 years for OBC and 5 years for SC/ST.
