Dear Aspirant!
For UPSC and JPSC examinations minimum educational qualifications required is : Degree of recognised or equilent.
there is no consideration of percentage secured in degree .So,don't get tension on your low percentage and prepare well for UPSC examinations..
Age limits:21 to 30 years as on 1st August of the year of Examination.Certain categories of persons as their age relaxation for reserved catogories as
OBC-21 to 33 years.
SC/ST-21 to 35 years.
PH-21 to 40 years...

Well friend, according to eligilbity rules of UPSC and JPSC , there's no such provision of Marks.
You just need to pass Graduation to apply for examination of UPSC and JPSC.
UPSC stands for Union Public Service Commission
While JPSC stands for Jharkhand Public Service Commission.
Both are Public Service Commissions of INDIA at different level

Both the UPSC and JPSC require the qualification as the bachelors degree at any recognized university in any discipline. There is no require of the percentage of marks in your academic examination. All the passed students can appear the examination of both JPSC and UPSC. Thank you....

Yes, you can apply for UPSC Civil Services Exam after scoring 42% in B.Com. You can also apply for UPSC exams while appearing in final year of graduation.
Eligibility Criteria:
1. Need to complete or appearing in final year of graduation in any field with any percentage from recognized college or university.
2. Your age limit must be within 21 years to 30 years. There is relaxation in upper age limit 3 years for OBC and 5 years for SC/ST.

dear aspirant,
there are no percentage bar for the upsc exam,
if you have minimum passing marks in the final year of graduation or engineering then you are eligible for the upsc exam and you can give upsc exam,
