Indian Administrative Services i.e. IAS and Indian Police Services i.e. IPS exams are conducted by UPSC.

The eligibility criteria for appearing in UPSC exam is Graduation in any stream from a recognized university.
The Age limit for UPSC exam is 21 to 30 years on 1 August of Exam Year i.e. If you are appearing in 2012 UPSC exam then your age should between 2 August 1982 to 1 August 1991.
There is five years relaxation for the SC/ST candidates.
There are two types of written examination in UPSC.
UPSC Prelim exam and UPSC Mains exam. You will appear in UPSC Prelim exam first in which Objective type Questions are asked from General English, General Studies etc.
For UPSC Mains you have to choose Subjects. There are total 51 Optional Subjects in which 23 are from main subjects and 28 Language Subjects like Hindi, English, Bengali etc.

yes, you are eligible for UPSC exams. for UPSC you need only complete your graduation from recognized college or University and your age must be within 21 years to 30 years. there is no consideration of percentage in UPSC so don't have to worry about percentage.

You are Eligible for the UPSC Exams irrespective of percentage of marks you have scored in earlier Examination.
UPSC Exams have a minimum academic qualification eligibility which does not depend upon the marks scored by you in your degree examination.
Like in Civil Services Examination the minimum academic Qualification is ''a degree from a recognized University.''
