The upsc requirement the candidate must have completed the graduation in any stream from the approved university.
The age limit for the exam is the 21 to 30 years for unreserved category.

Yes sure if you have completed your B.Sc degree in any discipline from a recognized university or institute or pursuing final year of degree or appearing for final year examinations or awaited for final year result without any backlog so you can apply for UPSC and JPSC both services exams but the age limits are different for both of exams which is following :
Age Limit for Union Public Service Commission : Should not be less than 21 years and more than 30 years and relaxation in age as per government guidelines which is 5 years for SC/ST and 3 years for OBC category candidates.
Age Limit for Jharkhand Public Service Commission : Should not be less than 22 years and more than 35 years and relaxation in upper age as per government guidelines which is 5 years for SC/ST and 3 years for OBC category candidates.
You have enough educational qualification and you may apply for both of these exams at once
Difference between UPSC and JPSC : There are so many differences between both of these department which are following as :
1. UPSC board is established by the Central Government of India but JPSC board is established by State Government means it is under Jharkhand government
2. Due to having Central Government powers the UPSC board is more powerful than JPSC board
3. UPSC board has authority to provide promotions to those candidates who have been selected through state service commission but the state PSC board can not provide promotion to UPSC Selected candidates.
4. UPSC Selected candidates are allowed to work anywhere in India and in any state where the government send them but State PSC Selected candidates may not go anywhere from a particular state from where they have been selected for example : If you would be selected through JPSC then you would get the work and service only in Jharkhand State.
5. UPSC Selects - IAS, IPS, IFS and other officers as - IFoS, Medical Officers for Central Government, Defense Department etc. but the JPSC board can not conduct the exams for IAS or IPS or IFS etc. but it has the authority to conduct the exams for the post of - Deputy Collector, Patwari, Tehsieldar, Tax Officer etc.
