Yes you can apply to UPSC CSE/TNPSC exams after passing B.E. in Second Class.
Percentage in your graduation is not a criteria to apply to Civil Services Exam(CSE).
You just need a Pass Class in your graduation to apply to UPSC CSE.
Civil Services Exam(CSE) is conducted by UPSC every year to make recruitments to 24 services/posts.
After clearing CSE, based on your rank in the Final Merit list you will get posts like IAS,IPS,IFS,IRS,etc .
It is conducted in 3 stages viz.
1.Prelims/CSAT Exam
2.Mains Exam
3.Interviews

General Category-21-30yrs on 1st August of the year of exam
OBC-21-33yrs
SC/ST-21-35yrs
Educational Qualification :
Minimum educational qualification to appear in the CSE is,
A Bachelors Degree in any discipline from a UGC/AICTE recognised University.
Final year appeared/appearing candidates can also apply.
Since you have a graduation degree in enginering i.e B.E. you are eligible to apply to CSE.

exams after passing B.E in second class. for that you need only
graduation and there is no requirement of how much percentage you
get in your graduation.

final year candidate can apply for CSAt exam
there is no percentage limit in qualifying exam
