    Dear Aspirant
You can't able to give or aplly to any UPSC exam.because in all exam
the maximum age is 30 years.but you are of 40 years.so can't able
    to appear in any exam
but there is also some relaxation of age for government employee
but in my opinion the relaxation is of 5 years.
so I am sorry you can't able to apply for any UPSC exam.

Your statement rejects the eligibility of UPSC Exam. There is no relaxations for normal Railway or any

any other organizations employee. See the UPSC Eligibility.
