-There is no such age relaxation for railway employees. The age relaxation is available on the basis of category of the candidates.
-There is age relaxation for Ex-servicemen also who have served in defence for a long period of time.
-5 years age relaxation is available for SC/ST means they can apply till the age of 35.
-For OBC 3 years age relaxation is available.
-So if you are not from general category then you will be eligible for IAS exam. If you are general then you are not eligible.

For Railway employees there is no age relaxation applicable for Civil services.Mostly age relaxation applicable for the employees in defense services , ex-service men and SSCO's and ECO's only upto the 5 years of age relaxation.
Generally,For IAS exams age limits are:
General-21 to 30 years.
Other Backward Caste - 21 to 33 years.
SC/ST-21 to 35 years.So,followthe above age limits .
Your age is 31 years, you are eligible to apply for Civil services If you not belongs to GENERAL catogorie only..
Other wise definitely your age satisfies for civil services..........

Sorry to say there is no such age relaxation for the railway employee.
You are belong to the general category, sorry you are not eligible for the exam because
The age limit for the exam is 21 to 30 years for the unreserved/general category.
There are age relaxation for the reserve category and the ex-service man.
But you are belong to unreserved category then you are not eligible for the exam.
So you give the internal railway recruitment exam so you got the promotion as well as salary.
It is better way for you.

if you belong from OBC or SC/ST category then you are eligible for the upsc 2013 bt if you are belong from general category then you can not because you cross the above age limit

IAS stands for Indian administrative service .
This exam is held by Union public service commission once in a year .
I am sorry to say you that there is no age relaxation for railway employees .
Friend you are eligible for this service if you are not belonging to general caste .
But you have oppurtunity to crack this exam if you belonging to sc/st / OBC /ex-defense servicemen or physically handicapped candidates because there is relaxation for all these .

We are sorry to say that you are crossing the maximum age limit which is required for civil services exam and there is no such rule under the UPSC board or Indian government that a general category railways employees will get relaxation in upper age so that we can not say that you will get relaxation and you are not eligible and according to your present situation so you are not eligible to apply for upcoming UPSC prelims 2013.
You can make your career in railways ahead means you should study further and work hard in railways and you can also be promoted by the Indian railways department and can become station master, assistant station master, DRM etc.
