The age limit for the UPSC CSAT examination is within 21-30 years. The upper age limit for OBC is 03 years and 05 years for SC/ST candidates. So, as per your date of birth, you are now 33 years. UPSC conduct civil service exams every year such as IAS , IPS , IFS , IRS etc.
Graduation is the minimum qualification required to apply for the exam.
There is a specific age required to apply for the exam.
The minimum age is 21 year & the maximum is 30 year required to appear the exam.
The upper age limit is relaxed for certain reserved categories.
For Sc/ST - 5 yeras
For OBC - 3 years
For Physical Handicapped - 10 years
The upper age limit is also in favor of defense services personnel.

According to your stated date of birth in query, you will complete - 33 years, 8 months and 10 days of your age as on 01-01-2013 but if you ask about present then you have completed - 33 years, 2 months and 9 days of your age as on 1st of July 2013 that means you have completed 33 years + age and UPSC board requires age limit and eligibility as on 01-01-Year for most common exams as - Indian Civil Services, Indian Forest Services, Indian Engineering Services etc. so to apply for these exams you have left only 3 attempts for various exams because a SC or ST category candidate can apply for UPSC exams till 35 years of age excluding defense service and AC examination so you have enough chance to get qualified in this examination but only after getting prepared well and better than others for any examination
You should understand the value of this time that is going out of your hands soon so you should decide only one examination that you like most and begin preparation and mainly I would like to suggest you for Indian Civil Service Examination because that has enough chances more than other exams and start working more over the preparation and use this facility provided by the Indian government to become an IAS Officer
You can go to a good coaching institute and if not possible then buy some good books and take help in your preparation according to the official syllabus and that is mentioned in attached notification with all other details as selection process, examination pattern etc.
