Dear,
Upsc requirement the candidate must have graduate in any stream from the approved university.
The graduation degree minimum three years. The percentage of the marks and higher qualification is no matter for the exam,.
Final year candidate also eligible for the exam. i
If your degree is equiltant to the graduation degree then you are eligible for the exam.
The age limit for the exam is the 21 to 30 years.
Age relaxation for the reserve category.
The exam notification is declared by the upsc in the month of the March.
The preliminary exam is held in the month of the May.

No you are not eligible for UPSC Civil Services Exam(CSE) after diploma in Pharmacy.
You have to complete your bachelors degree in Pharmacy or any stream to be eligible to apply for CSE.
UPSC CSE is one of the most tough and prestigious exams in India.
UPSC CSE is held every year for aspirants for posts like IAS,IPS,IFS,IRS,etc.
