Of course you are eligible. But you must have to obtain the graduation certificate or marksheet when you will pass the preliminary exam. The certificate is needed at the time of filling form of main exam. So if your result is likely to publish on or before the month of august-september when the form-filling of the mains exam generally happen then you have no problem. Make sure that your college and course are recognized by UGC or AICTE. The minimum age required for this exam is 21 which you have already attained.

If you have a bachelor degree in any discipline from a recognized university with at least 50% marks and your age is between 21-30 years then you can apply for civil services exams and relaxation in age as per government guidelines which is 5 years for SC/ST and 3 years for OBC category candidates.
If you are pursuing final year exams or awaiting for result then also you are eligible and according to your age you can apply for this exam easily because you have completed your 21 years of age.
A general category candidate can apply for this exam only for 4 times, OBC - 7 times and SC/STs can apply for this exam until they do not cross the 35 years of age.
