online application links are also provied as a link on web site.

Yes friend you can apply for Income tax department GRADE A jobs through UPSC Civil Service exam.
UPSC conducts the civil Service exam for the following posts
IAS (Indian Administrative Service)
IPS ( Indian Police Service)
IRS ( Indian Revenue Service)
Required Qualification
You should be graduation qualified from UGC recognized university or its equivalent.
No certain marks of percentage required.
Age should be 21 to 30 years
Age relaxation for SC/ST + 5 years and OBC + 3 years
You must be Indian.
