No dear, a ba second year student cannot apply for any post of public services.
He/she can apply for the same in the final year and after the completion of the degree. The university from which they are persuing their degree must be recognised by ugc.
The age limit:-
general- 21 to 30 years
obc- 21 to 33 years
sc/st- 21 to 35 years
pd- 21 to 40 years.

very sorry to inform you but BA second year student cannot apply for any post in Union Public Service Commission.
For applying for any graduate level service under UPSC you have to complete your graduation from any recognized university or you should be in the final year of your graduation.
You just have to wait for one more year, till then aim for any examination conducted by UPSC and start preparation for that.

sorry dear you can't apply for any upsc exam being 2nd year BA student because have
not fulfilled eligibility criteria for upsc exam. for upsc you must be a graduate candidate.
so my advice is for you if it is possible for you and if yo have a strong desire to become an civil servant than you should try to complete your graduation with any stream with a govt recognized university.

I am very sorry to say that the 2nd year candidates are not eligible to apply for the Public service Exams.
The final year candidates are eligible to apply but not the pre-final year candidates.

no, dear you can't apply for Civil Services exam while studying in second year of your BA. For Civil Services Exam you need to complete graduation from recognized college or university. you can also apply for CS exam while pursuing in final year of graduation(BA).
Civil Services exam is conducted by UPSC every year for the posts of IAS, IPS, IRS, IFS etc. On the basis of ranking you are appointed for the posts. Civil Services exam is conducted in three parts as Prelims(CSAT), Mains and Interview.
For Civil Services your age must be within 21 years to 30 years. The relaxation in upper age provided by UPSC as per of 3 years for OBC and 5 years for SC/ST.

I am sorry to say but a candidate who is in second of year of gradation is not eligible for giving the exam. It is mandatory to be at least in the final year of graduation or completed the graduation.
For giving the IAS exam it is compulsory for you to be either in the final year of graduation or should have completed your graduation.

You have not mentioned your age. If your age is under 19 years then you can apply for NDA examinations or if your age is under 21 years and you have Physics, Chemistry and Mathematics in 10+2 then you can apply for SCRA examinations.
You can apply for CDS examination , Civil Service Examination after clearing Graduation or pursuing in final year of Graduation.
As you have not mentioned which post you want to apply for so I am not going to give details of any UPSC examination.

B.A is a graduation degree course and every graduates are eligible for civil services exam and also those candidates can apply which are in last year of graduation.
Your age must be under 21-30 years.
For that exam no percentage barrier, those candidates are also eligible which just have passing marks in graduation.
Male/Female both are eligible. And candidate should be citizen of India.
