Can I get non creamy layer certificate on the basis of my salary income from last three years?

I am a OBC candidate. I have separated out from my family & have my own salary earning of below Rs.4 Lac. Now I want to appear for UPSC Exam. Can I get non creamy layer certificate on the basis of my own salary income of last three years?
