Yes you can appear in examination of IAS/IPS/IES. For appearing in exam of IAS/IPS you will have to log on at www.upsconline.nic.in and appear in two types of examination. Prelims and mains in which in mains exam you have to choose the subjects.
But in IES examination you have to appear in the examination under four categories civil, electrical, mechanical, electronics. But if you are computer science engineer then you have to choose categories. For more details click here

Its either in stream like CSE,IT,ECE,EEE,MECH,CIVI AND CSIT

But it is some better to give after completing your b.tech degree

Yes , Every graduate candidate is eligible for the UPSC civil service exam .
As you are B.Tech student so that you are also eligible for the IES exam .
The criteria for the Civil Service exam is below :
-> one should done their graduation from any recognized university .
-> your age must be between 21-30 for general cast , 21-33 for obc cast , 21-35 for sc/st cast , 21-40 for physically handicapped .
-> For general cast maximum 4 attempts are allowed , for obc 7 attempts and for sc/st no limit for the number of attempts .
