yes !!!
you can appear in the upsc exam.
upsc requires candidates who have completed graduation or engineering from a recognized university.
also appearing candidates can apply for the upsc exams.
Eligibility criteria for exams conducted by upsc:
- Candidate must have completed graduation or engineering from a recognized university .
- candidates who appearing in final year of graduation or engineering can also apply for the upsc exams.
- age limit for the upsc exams is 21 to 30 years.
- age relaxation of 3 years is given to those candidates who belongs to OBC category .
- age relaxation of 5 years is given to those candidates who belongs to sc category.

yes dear you are eligible for upsc exams while pursuing your final year according to the eligibility criteria yo apply for upsc exams like cds,civil services,cpf,ifs etc
another powerful factor needed to apply for upsc exams is age .
the required age limit for different categories are given below:
21-30 for general category
21-33 for OBC category
21-35 for SC/ST category.

Yes you can apply for the upsc exam when you will appear in your university final exam. You can fill the upsc form at www.upsconline.nic.in. You can start your preparation now. You have to face three exams in upsc, prelim, mains, Interview. In prelim exam you have to face two papers of objective types questions, each paper will be of 200 marks. In UPSC mains you have to face 9 papers in which you have to select three papers, one paper for Indian Language Paper and two papers from optional subjects. In optional subject you can choose any of paper related to Arts, Science, Commerce, Medicine etc like History, Sociology, Maths, Physics etc. But if you choose Arts subjects then you will be easily crack the exam. Dear friend
Yes,you are eligible for the UPSC exams while pursuing your third year of B.sc since it is the final year of your course and according to the rules and regulations of UPSC anyone who has completed his bachelor's degree or in the final year of this bachelor's degree is eligible for this examination.
However ,one thing should be kept in mind that third year b.tech students are not eligible for this exam because it is a four year undergraduate course,so you will be eligible in the fourth year.
The other essential for this examinations:
For all the examinations like Civil services examinations ,CDS,IES which is conducted by UPSC the age should be between 21-30 years for general category students.

Yes you can write the upsc exams while
Studying in the B.SC 3rd year as the criteria from the upsc
That the final year candidates of the graduation are fully eligible for the exam
And B.SC Course time is 3 years and you are also studying in the 3rd
So you are fully eligible for the upsc civil services exam
Which is conducting every year by the upsc department
For the Exam Following Qualification Required:
# The Applicant must be pass in the degree of the graduation
# Or either the Applicants of the final year of degree are also eligible
# The Applicant just need to pass in graduation with pass marks
Age Criteria:
## For the cse exam the Applicant age should be 21-30 for open category
## For the cse exam The age of the Applicant should be 21-33 for obc category
## For the exam the age of the candidate should be 21-35 for sc,st
## For the exam The applicant age should be 21-40 for ph category

Hey there...
Yes you can appear for the exam while pursuing 3rd year as this is your final year after which you complete you degree.
But make sure that you have your certificates ready before the main exam.
Below is the extract from the UPSC notification.
Minimum Educational Qualifications:
The candidate must hold a degree of any of Universities incorporated by an Act of the Central or State Legislature in India or other educational institutions established by an Act of Parliament or declared to be deemed as a University Under Section 3 of the University Grants Commission Act, 1956, or possess an equivalent qualification.
Note I: Candidates who have appeared at an examination the passing of which would render them educationally qualified for the Commission's examination but have not been informed of the results as also the candidates who intend to appear at such a qualifying examination will also be eligible for admission to the Preliminary Examination. All candidates who are declared qualified by the Commission for taking the Civil Services (Main) Examination will be required to produce proof of passing the requisite examination with their application for the Main Examination failing which such candidates will not be admitted to the Main Examination.

If you are talking about UPSC civil services exams than Yes you can give the exam while you are in final year of the graduation
Min eligibilty criteria to sit in this exam is graduation pass or final year appearing student
min age-21 years
max age-30 years
OBC gets 3 years and SC/ST gets 5 years age relaxation
Number of attempts-4 for general, 7 for OBC and no restriction for SC/ST
This exam is held in three stages-Prelims, Mains and interview-
Next prelims will be held in may 2013 so by then you must have given the final year exams of your b.sc
