Yes you can go for applying in IAS/IPS examination because you are now complete the graduation. The minimum educational qualification for ias exam is graduation in any stream. But, also you have to know something that if your age between 21 to 30 years then you can apply for exam.
You can apply for exam at www.upsconline.nic.in. One more thing is that if you are in general category then you can give ias exams only 4 times and for obc 7 times and for sc/st no restriction. Best of luck.
