Being a Maths student,I can make out that you must be having a very sharp mind and your concentration level must be strong!
Hence you just need to add "Hard Work" into this equation.
Hence,
Sharp mind + Concentration + Hard work = Success
The above line sums it all!
You just need to remain focused.
Keep doing hard work.
Check out the syllabus and work on your weak areas.
Read newspaper and magazines to improve your English!
I am sure you must be very good at Maths.
So its an advantage to you as well!
Even if you devote 3-4 yours for your preparation,it is more than enough!

yes of course you can prepare for Civil Services exam along with B.SC with good performance. you just have to manage your time table. you should need to concentrate on your core subjects like Mathematics. and concentrate on basic concepts.
you also need to maintain time for preparation for Civil Services exam. you can solve previous year papers which will help you for preparation. Read newspapers every day it will improve your general Studies.
