Of-course Dear, even blind candidates are eligible than why not color blindness affected candidates. Color Blindness are eligible for UPSC exam....and in this regard as I know, there is nothing mention about the color blindness Candidates in the Advertisements of UPSC's Civil Services Exam....so, go ahead...good luck.....
Yes you are eligible for UPSC civil services exam. But there are certain constraints
1) You are eligible only in certain services that are not concerned with public safety. Such services are also called as non-technical services.
2) You are not eligible to IPS, Indian Railway traffic group "A" posts , Railway protection force etc which are concerned with ensuring or maintaining public safety. Such services are called as technical services.
The candidates will be subject to colour perception test like showing Ishihara's plates in good light and a suitable Edrige's green latern to determine the ability of colour perception.
Further, you will also be subject to test colour grade standard taking into consideration the time of exposure, size of aperture and distance between lamp and the candidate.
You are eligible for non-technical services of civil services posts like IAS, IFS etc, but not eligible for IPS

You are eligible for upsc exam.
But some exam you can not apply.
Such as ips, railway etc
For these exam,
You must be physically as well as mentally fit.
