As you have mentioned in the post that you have completed your Graduation from US , but friend you can apply for IAS exam only when the institution that you have studied into must be recognized one , and also you must have a valid passport and Indian Citizenship ID proof , as this will be required from you , before applying for IAS entrance exam .

DearThe eligibility criteria for IAS is :1.You must be a Indian Citizen.2.You must have attained the age of 21 years on 1st august of the year of exam and must not have exceeded 30 years of age.However age limit is relaxed by 3 years for OBC category and 5 years for SC/ST/PD category.3.You must a minimum graduate from any recognised university. I am very sorry to say but you are not eligible for giving the IAS exam, as you do not fill up the eligibility criteria for appearing in the exam.
For giving this exam, you need to be a citizen of inida and you should have completed your graduation in any stream from a recognized indian university and your age should be in between 21-30 years.
And as you did not completed your degree from an Indian university hence you are not eligible for it
