according to me both exam stands on the same level u can't judge any of the exam.....

Let me tell you the process of recruitment of IAS and IPS officer.
There is first of all a preliminary exam which is same for every one,whether any one willing to apply for IAS or IPS.
After passing IAS,IPS you will have to clear the exam known as mains exam.
Now in mains exam there are number of various subjects and you will have to choose the subject which you want to appear in your mains,after if you clear the mains then there is a interview round,after clearing interview you will get posting according to your rank that you scored.
Hence there is no logic of any particular service being tough or easy as it is your selection of subjects in mains and rank which will ensure which services you will be offered.

Both exam(IAS and IPS) are Same Preliminary exam. They have Preliminary exam including Same Difficulty.
Exam Eligibility;-
>>You must be passed a graduation degree from a recognized university.
>>Your age should be between 21-30 years.
>>You must be Indian citizen and physically fit.
After clearing Preliminary exam, You have to clear Mains exam in which you have to choose some optional subjects.
After clearing these two exam, there is last stages of Interview.
If you will be short-listed, then you will be able either IAS or IPS post.
