Great field choose by you and also great institute.
I personally feel that you have done Civil Engineering from IIT and it is top institute in india, So you can do your private business and has excellent scope in the market.
If you choose government sector then there is tough competition.
So i suggest you to select private sector because you have learned quality education from top Institute.
