B.E stands for Bachelor in engineering , it is an graduation degree course and for civil services exam those candidate are eligible which are in last year of graduation and also that candidates which are graduate.
For that exam no percentage barrier,those candidates are also eligible which just have passing marks in graduation.
Candidate must be under 21-30 years.

Any body who has been graduated from a recognised university can apply for the civil services examination so you need to be a graduate only to apply for the civil services exam, all you need to do is to check the college through net that it is a recognised or not because recognition is the most important thing for the colleges.

Examination pattern-
CSAT stands foir the civil services aptitude test which is the first stage of the examination. It consist of 2 papers and both general studies of 400 marks total.
MAINS examination is if you qualify the examination CSAT then called for the Mains examination.
There will be 9 papers of 2000 marks .
By qualifying the same candidates are called for the interview.
Interview consist of 300 marks.

yes my friend as you are a graduate in the mechanical engineering that means you fit in the eligibility criteria which states that for giving the exam you need to be a citizen of india and you should be a graduate from a recognized indian university and your age should be in between 21-30 years.
There is a relaxation given to the obc and the sc/st candidates for 3 and 5 years respectively.
