Hi,
yes of course you are eligible to appear for IES examination under Electronics and Telecommunication stream being an engineering graduate in Electronics and Communication stream.
There is not any significant difference between syllabus of Electronics and Telecommunication & syllabus of Electronics and Communication.
Some other eligibility criteria required for appearing in IES examination organized by UPSC are:-
1.The age limit is 21-30 years for General candidates with a relaxation in age of 3,5 and 5 years for OBC,SC and ST candidates respectively.
2.You should be a citizen of India.
3.You should have passed your graduation in Engineering from any engineering stream and from a government recognized university.
4.You have to appear for examination opting any of given 4 engineering streams to qualify the exam with the stream selected from given below 4 streams:-

Dear Aspirant
ENgineering Services Examination conducted by the commision contain your branch Electronics & Telecommunication. You need not to worry.Infact it is one of the core branch whose examination are conducted for selection of engineering in core engineering jobs in government organisations whether it may be in railway or defence.
You can become DSTE by being getting Indian Railway Service of Signal Engineers but then you have to top in the examination as generally seats are very less in E&TC department.Besides these you have to really work hard.Keep in mind that you have to get clear concepts in your subject.
One thing I would like to say that there is no difference in syllabus of Electronics & Telecommunication Engineering and syallabus given in the examination. But only thing you have to do is you have to study only few papers from semester.Infact you have to study only 12 paper from Engineering that all are from your engineering branch E&TC .You may get the syllabus from UPSC notification released in the Employment News. For the examination pattern of question you may see previus year download previous year question paper
