The minimum qualification for the UPSC exam is Graduation in any stream. In that case you have to do Graduation first, If you are in your last semester examination of the university then you can also apply for the exam.
For IAS and IPS you have to take Graduation in any field.
For IES you have any Engineering degree of 4 years.
If you are diploma then you can fill the form of IES after doing Engineering. The exam name is IES i.e. Engineering Services Examination. But there is four categories for this exam.
1. Civil Engineering
2. Mechanical Engineering
3. Electrical Engineering
4. Electronics and Telecommunication Engineering

Being a diploma student which has the value of +2 the entrance exam which you can write which is conducted by UPSC is NDA Exam
NDA - National Defence Academy
This exam is conducted for candidate to join in defence forces of India such as;
>> Indian Army
>> Indian Navy
>> Indian Air Force
You can write this exam every year and is held twice as NDA I and NDA II
For applying for this exam you need to satisfy the eligibility criteria framed for the exam and they are:
- Candidate must be a citizen of India
- Only unmarried male candidate are eligible
- The age limit for the exam is that the candidate must have 16 1/2-19 years
- Education qualification needed for the NDA exam is that the candidate must have completed +2 with fair percentage in order to be eligible for joining in Indian Army
- In the case of joining in Indian Navy or Air Force you need to have completed +2 with physics and mathematics as subjects
- The candidate need to be physically fit while appearing for the NDA Exam
If you satisfy all these above criteira's then you can apply for the NDA Exam.

-Sorry,bury you are not eligible to appear for the UPSC Civil Service Exams which are conducted annually.You do not fulfil the educational requirements of these exams.
-You must proceed to complete your Graduation,or equivalent before appearing these exams,as a Diploma is not valid.
-The complete eligibility requirements to appear the Civil Service exams are mentioned below-
:: ELIGIBILITY CRITERIA ::
-You must be a citizen of India,

or,You must be a Tibetan refugee settled permanently in India,before 1962.
-You must be 21 to 30 years of age.
However,the upper age limit is relaxable by 5 years for SC/ST and by 3 years for the OBC candidates.

for which your age must be within 16.5 years to 19 years.
but i advise you go for graduation then apply for UPSC for different posts like civil services,IES,CDS etc.
eligibility criteria :
you must complete or appearing in final year of graduation from recognized college or university.
your age must be within 21 years to 30 years.
And there is some relaxation in UPPER AGE limit for reserved category candidates.
