Yes friend.....you can eligible for attempt or appear any UPSC exam because UPSC needs a graduation in any stream(computer science also) from any university with any percentage there is nothing to worry my friend....and you are not eligible for NDA and SCRA exams because i think your age above 19 so you can not ....And coming to syllabus of the subjects means mostly they will set the paper with indian politics and history ...and also arithmetic and numerical aptitude also very important go for R.S.AGARWAL book it is to enough to learn and coming to preparation that is depend on your confidence levels and time management both are very important and please practice number of times that will help while writing exam ....so go through it any way all the best my friend...

The answer is YES. you are fully eligible to appear in IAS,IES etc.
for IES since computer science is not available you can go with the following subjects as per your interest and comfort:
1)civil engg
2)mechanical engg
3)electrical engg
4)electronics and telecommunication engg.
as far as IAS you can choose the optionals from the list provided by upsc as per your interest.
there is no optional which is safe.
the following are the popular optionals:
History,geography,political science,public administration,psychology,sociology,philosophy,lit eratures,etc..
go through the syllabus and find out which suits you the best.
