First of all to become an IAS officer you have to apply for Civil Services Exam that is conducted by UPSC every year.
to appear in Civil Services exam you have to complete graduation
in any discipline from recognized college or university with any percentage.
So you can definitely apply for Civil Services exam after completing B.Tech in IT with 63% marks and you can also apply for the exam while pursuing in final year of graduation.
Civil Services exam constitutes three parts:
1. CSAT
2. Mains
3. Interview
for appearing in exam you have to fulfill some other requirement like:
>>you must have completed or appearing in final year of graduation.
>>your age must be within 21 years to 30 years on 1 August of the year of exam. there is relaxation in upper age limit upto 3 years for OBC and 5 years for SC/ST candidates.
and you must have attained the minimum age on same date and you have not attained the upper age on similar date.

First of all many many congratulations that you are about to complete your graduation in B.Tech IT.
As far UPSC exams are concerned,here's how you can apply for them-
1) IAS exam-
One can get the application form on-
http://upsconline.nic.in/mainmenu2.php
Fill up the form and submit it.
2)CSAT exam-
The candidates applying for The CSAT can apply in both online and offline mode. Those applying in online mode can apply online through the official website of the Union Public Service Commission. Those candidates who are applying offline need to buy the application form from the nearest post office on the payment of Rs.100/- as Central Recruitment Fee Stamp.
3) IES exam-
Students have to apply online by logging on to the official website. Only those candidates who are in remote difficult areas can apply offline.
Those who wants to apply Offline, must apply in the Common Application Form which can be purchased from the designated Post Officers throughout the country by paying cash Rs.20.
This offline application must reach the "Controller of Examinations, Union Public Service Commission, Dholpur House, Shahjahan Road, New Delhi-110069" either by hand or by Post/Speed Post/ Courier on or before the Feb 14, 2013.

A bachelor's degree in any discipline from a recognized university and if you are pursuing final year of your degree then also you can apply for this exam.

Friend, the notification for Civil Service Examination is advertised every year by UPSC. Every aspirant can apply for civil service examination either through Offline mode or through Online mode. For Offline mode, candidate can get the application form from the leading GPOs (Government Post Offices) across the country. For Online mode, candidate should visit the official website of UPSC. IAS exam is conducted by UPSC. there are three stage of exam.
Preliminary Exam : this would be objective type exam in which you will have to attempt two papers in a day and each paper would contain 200 marks so that the grand total becomes 400 and qualifying is important to appear for next exam.
Mains Examination : this would be descriptive type paper where you have to face 7 different papers and total marks would be 2000 for all 7 papers and you will have to be passed in this exam then you would be allowed to face interview process.
Interview Process : If you qualify both papers then you would be allowed to face interview and if you qualify the interview process then you would finally selected for civil services and you would be sent for 2 years training under the government then you will get the appointment.
