First go to UPSC official websites and download previous year question paper.Attempt those papers within the stipulated time and then anaylze yourself in which portion you were weak what is your strong points and weak concepts and after that download syllabus of civil engineering service.You may get it in UPSC official websites or UPSC notifications and after doing so make a list of standard books which you will require.I hope you will have most of them but then also like sample paper of solved questions.
After doing so make a deadline of completing of your syllabus.Besides these you may also join reputed coaching institute if you feel your concepts are not so clear.You will need to join coaching if you really like to have a good grasp over your subjects.After completing your syllabus what is most important regular test giving.your doubts will be clear and your confidence level will be up.

if you wanna fight IES exam .
Then you have to first complete your b.tech with 60% min. marks.
Then you can appear for this exam.
And if you wanna prepare then you should to study regular in your degree year.
Try to prepare you subject and english .
read newspaper and GK books.
So it makes you confortable in interview.
