    Dear Aspirant

1)First you improve your vocabulary and start reading newspaper for a month. It will take time but you have to devote it.For improving vocabulary you can buy Wilfred Funk and Norman Lewis 30 days to more powerful Vocabulary or otherwise whatever you read the words you don't understand relate its meaning from context and later find it out from Dictionary .Practicing 5 words a day is sufficient .
2)From newspaper you read editorials and after reading it summarize it in your own words in English. It will gradually improve your understanding skills.
When you will have good command over vocabulary and reading skills you will like solving comprehension passages. So first thing that requires is to develop interest reading English rand increase vocabulary.
    All the best

It seems that your English is so much poor..as you are not able to understand the meaning of a sentence...don't worry there are many students like you who are dealing with the same problem.

So, I suggest you to focus on vocabulary... your vocabulary is too weak.. that's why you are not able to understand it!
For improving vocabulary, I suggest you to but a book named "Word Power: Made Easy" by Norman Lewis...use this book as workbook..not just reading it.

And for IAS, I would suggest you to but.. Objective English by R.S.Aggrawal ! That would be sufficient.

always keep a dictionary with yourself while reading, start reading the hindu news paper, make your vocab. strong. make notes for the hard words in english. try to read more and more content and get in the habit of writing articles per day.
