You can get the papers in book market. If you re in Delhi, you can get them in Mukherjee Nagar or Karol Bagh market. Shilpi Publications(Allahabad) publishes all such papers.

We are sorry to say that we can not provide of last 10 years papers because the last 10 years papers are not available at any website and the official website of UPSC board also provides previous 4 years papers so that i have uploaded those papers and you may directly download all the papers which you need and you don't need to search anything at any other website and whenever you need so please post your question at this forum and we would be happy to assist you
