For SCRA you can go for the Railway Apprentice Examination. The age criteria is A candidate must have attained the age of 17 years and must not have attained the age of 21 years on 1st January of exam year.
The educational qualification for the examination is 10+2 from a recognized board.
Part I Written Examination carrying a maximum of 600 marks in the subjects
Part II Personality Test carrying a maximum of 200 marks in respect of only those candidates who are declared qualified on the results of Written Examination

You got the job in the railway through the upsc then you give the test SCRA. if you has complete the secondary class and age limit 17 to 21. then u apply for the test and enter the railway sector.
other wise railway recruitment board time to time open the vacancy and take the test.
at present time the railway recruitment board open the technical vacancies ,
you check on the railway recruitment board website and fill the application form.
