No you can not write the UPSC exam after your HSC because you are not eligible for the exam because the minimum requirement is that one have to complete the graduation so that you are not eligible .
The requirement criteria for the exam is below :
Education Criteria :
-> one should done their graduation from any recognized university
-> A final year student can also eligible for applying the exam , but before the main exam one have to complete the graduation .
Age criteria :
21-30 for general
21-33 for obc
21-35 for sc/st
21-40 for physically handicapped
21-35 for ex-serviceman
So first of all you complete your graduation then go for the UPSC exam but till that you can prepare for the exam .

I am extremely sorry to inform you that you can't appear the UPSC examination after completing HSC examination. you can appear the UPSC's SCRA & NDA examination , if you'll complete +2 Science. Rest of the examination's qualification is Graduation in any stream at any recognized university. Best of Luck

And upsc is conducting the exam for NDA
Here is the criteria for the exam:
Education:
-The candidate should be pass in 12th hsc exam with science stream
-The candidate should be pass in 12th exam with 50% marks
Age :
-The candidate age should be between 16.5-19
And if you want to write the upsc civil services exam
Then first you have to complete your graduation then you can apply
