upsc exams are equal for all the aspirants apart from their category to which they belong.there is no such declaration about the number of applicants that will be considered in a particular upsc exam.it is not at all a caste based program .so every category is equally entertained according to their capabilities.
so the answer to your question is yes cs/st can can apply for upsc civil services exam for sure.a good news for you is that sc/st candidates get an age relaxation of 5 years and for them there no limit to number of attempts they can make for a upsc exam.
to be eligible for upsc exams like civil services aspirant need to be a graduate in any stream with at least passing marks from a recognized university under ugc. government employees are also eligible for this exam they will be awarded an age relaxation of 5 years more.
position after clearing the civil services exam depends upon the abilities and capabilities of the applicant and not on the caste creed or category. all categories will get equal benefits after qualifying the exam so you need not worry about it dear.
