just manage you time for studies,
select a time in which you will study only for the preparation of exam,
then make a time table for that time period and include every subjects in it and give appropriate time to each subjects ,

Being a student of civil engineering final year you can apply for civil service exam.Hi Aspirant,
But I will suggest you to complete civil engineering with good marks.
After that you can start the preparation for Civil Service exam.
You should join any good coaching for the preparation of CSE exam.
In my point of view you should do the well study of CSE exam one or two years.
After that when you will get confidence to crack CSE exam you should apply for it.
Because you will get limited attempt for CSE and you should not waste the attempts.
