    dear friend,

as you said you are at zero level preparation in public Administration optional subject. so you do not know any thing and you have to start from the beginning. So firstly become serious for the preparation for the subject and manage your time table. Go throughout UPSC syllabus for Public Administration subjects. Read books related to Public Administration subject. Also solve previous year question papers for Public Administration Subjects. It would build confidence in you.
you can download Public Administration papers from the following link:

As you are at the starting level, first read Public administration by M.Lakshmikanth and download some IGNOU material and read. THese two will help to understand the fundamentals of the subject. once you have finished the fundamentals, you can go for other books like Adminstrative thinkers, Fadia&Fadia etc

    Dear friend,

i dont know in which year you are going to appear. if you are writing mains in 2012 then it's too late. better take the help of coaching teachers as you have less time.

if you want to appear next year then you have time in hand.

Pub ad is a popular optional among the candidates.

There are lot of study material available in the market for this subject.

    dont read all the books.

Prepare notes topic wise in comprehensive manner.

So be selective in choosing the books.

Few books which may be helpful:

1)administrative thinkers by Prasad and Prasad

    2)ignou notes for public policy

3)public administration by avsthi and maheswari

4)Indian administration by avasthi and maheswari.

5)new horizons of public administration by mohit bhattacharya.

    all the best
