Do not worry, it will not be counted as an attempt.
UPSC considers it as an attempt only if you sit for atleast one paper.

No need to worry because you have remain 3 attepts left so,try to prepare for Preliminary exam-2013 with good preparation.

If you did not appear in any of the papers of the Civil Services Exam 2011 after applying for it
your attempt will not be counted.
An attempt is said to be made if the candidate appears in atleast one of the Papers of CSE after application.
You have not wasted your attempt and have 4/4 attempts at hand.
Prepare seriously before attempting the CSE to avoid wastage of attempts.
Merely filling the application Form for UPSC CSE is not considered as an attempt.
The next CSE exam notification is expected on 02.02.2013 and last date of application is 04.03.2013.
The CSE Prelims/CSAT will be held on 19.05.2013 and Mains Exam will be held on 08.11.2013.
