    dear aspirant,
the qualification required to apply for ies are
1.one must be a citizen of india
2.one must be between the age 21 to 30 yrs
3.one must have completed an engineering graduation
if you have these three qualifications you can apply for the exam
the 1 year break you have obtained is not at all a problem as you have obtained it due to health problems
hence you can apply for it all the best
