You are perfectly eligible for IAS/IES if you have completed or you are in the final semester of your engineering. But be ready for a question about it in interview, if you take more than 4 years to complete engineering.

Yes you are eligible for Civil Services Examination. Civil Services Examination is conducted by UPSC every year for the recruitment of candidates for the post of IAS, IRS, IPS.
UPSC doesn't consider marks or detention. You just have to satisfy the basic eligibility criteria to appear for the exam.
The basic eligibility criteria for Civil Services Exam are as follows:
Educational Qualification
The candidate must hold any degree in any discipline from any recognized university
Final year degree students are also eligible
Degree obtained by distance education/open university is also eligible if the university is a recognized university
Age limit
General 21-30 yrs
SC/ST 21-35 yrs

Though you were detained in the 5th semester of your graduation,this fact will not stop you from appearing for the IAS/IES exams.
But you need to make sure that you complete your graduation before sitting in the exam.
Also make sure that you fulfill the eligibility criteria!

Eligibility Criteria for UPSC Civil Service Exam 2013 :
A bachelor's degree in any discipline from a recognized university and those candidates who are pursuing final year of the degree may also apply for this exam
Age should be between 21-30 years and relaxation in upper age as per government guidelines which is 5 years for SC/ST and 3 years for OBC category candidates
You are pursuing third year of your degree and got a backlog in your 5h semester examinations and engineering degree is complete 4 years full time regular mode degree so that dear you can apply for IAS exam after qualifying your 6th semester exams because final year candidates are eligible so that you would have to come in final year then apply for IAS exam and there is no problem about your backlog because you have not completed your degree but if you qualify the prelims exam of IAS then you would be allowed to apply for mains exam and before applying for mains exam you would have to complete your bachelor's degree without any backlogs by hook or by crook then you would be eligible to appear for mains exam and if you could not completed your graduation then you would be disqualified
So dear prepare hard for your exam and complete your bachelor's degree before applying for exams and try to make higher percentage marks in your graduation to get other assistance.

Yes friend in final year of engineering you can apply for the IES and IAS exam.
Both exam is organized by the Union Public Service Commission Once in a year at all India level for the post of IAS and Chief Executive engineer.
For the post of IAS you will have to apply for civil service exam.
Eligibility criteria for the civil service exam
You should have graduation degree in any stream from recognized university or its equivalent.
You can also apply in final year of graduation.
You must be in age of 21 to 30 years
Age relaxation is available to eligible category

SC/ST + 5 years
