All the exams in the UPSC are based on graduation level.
It means the candidate who are applying for the exams must have a bachelor degree and as well as the certificates of the lower classes as well.
If you do not have the HSC certificate then you must have to provide the provisional certificate along with the other documents.
You must have to consult with the UPSC through online on this matter they will tell you the exact thing about the exams.
But for IAS you must have a bachelor degree and your age must lies in between 21-30 years.
