you can give the civil services examination in 2013 because you completed your graduation.
There is no matter of faculty that from which faculty or subjects you completed your graduation ,because all the graduate are eligible for the same.
But remember one thing that your university from where you complete your graduation must be govt. (ugc) recognized.
But before you apply check the age criteria also ,because there are an age restriction also so first check the criteria and than apply.

for general:-21-30 years.
For obc :- 21-33 years.
For, sc/st :- 21-35 years.

Preliminary Exam : It has 2 papers which would be in objective type format for 400 marks
Mains Exam : It has 9 papers which would be conventional type for 2000 marks in all 9 papers one paper would be for English Language, One would be for Essay, One would be for any Indian Language, 2 papers would be separate for general studies and other 4 papers would be conducted on your selected subject for mains exam means you would be offered to choose any two subjects in mains exam and there would be two papers for each subject so that total papers would be conducted - 9 and in all the papers each papers would be conducted for 300 marks but essay would be for 200 marks.
