Hello Friend,
First of all, I would like to tell you that IQ in itself is a flawed parameter. If you have any doubt about this, you can do a google search for "Shortcomings of IQ parameter". So, an exceptionally good IQ is hard to define. Moreover, the fact is that you need to perform well in the exam which only requires a candidate to secure just 55% to become an IAS officer.
Instead of asking about exceptionally good IQ, you must be concentrating on the steps to be taken to crack IAS exam. No study has been done so far that tells that all the people who have become IAS officer showed exceptionally good IQ before becoming one. I hope you get the message.
Thanks,
