6/6 and 6/9 distant vision for good eye...
6/12 and 6/9 for worst eye...
Correction is only by lenses.
Dear physical and medical standards are strictly check by a panel of experts and this is the most necessary part of the recruitment of IPS Officer in India that is why this test is the last stage of your final selection after getting qualified in written examination and personality test and a candidate should have following minimum physical and medical standards to full fill the criteria for IPS Officer post after passing Indian Civil Service Examination
Height Male - 165 cm for General, OBC and SC. 160 cm for ST category candidates
Height Female - 150 cm for General, OBC and SC. 145 cm for ST category canidates
Chest Male - 84 cm and should have expansion of 5 cm
Chest Female - 79 cm and must have expansion of 5 cm
Eye Sight - 6/6 or 6/9 distant vision for good eye and 6/12 or 6/9 for worse eye. Near vision should be J 1 for good eye and J 2 for worse eye. The correction is by lenses only
High standards for the color blind test and should not be any inherent blindness and vision of the eyes should be stereoscopic
Blood Pressure (High) - Blood pressure is generally measured on the basis of age of the candidate i.e. - Age 23 then blood pressure will be required - 123, Age 24 - 124, Age 25-122, Age 28-124, Age 30-125, Age 32-126, Age 34-127 etc.
Ear Capacity - Good Listening and Normal Ear Cavity. 1000-4000 frequency and hearing impairment should not be more than 30 decibels
Nasal - Candidate should not stammer while talking/ speaking/ conversing

Dear your ear power can only be measured by a eye expert doctor so you should go to him and note this information and ask for your eligibility and I am sure that doctor will suggest you for right and if you do not find yourself eligible in medical standards then also you can apply for Indian Civil Service Examination and may become IAS Officer on the place of IPS Officer

Friend, as far as the degree of defects which you have mentioned in the query is concerned, your right eye has slightly above defect in vision than the required one. As the required vision standard is +4.0D or -4.0D. But don't worry. Your right is slightly surpassess the permissible limit. You are not Eligible for IPS exam. IPS post is given to a perfect candidates.
IPS exam stands for Indian Police Services which is conducted by UPSC.
To join IPS exam;- You must be passed a graduation degree from a recognized university.
Your age should be between 21-30 years, You must be physically as well as mentally fit.'
